Vintage W.F. Webb Mfg. Co. Extra Quality Wiping Metal Polishing Bar

Vintage unusual item that has markings F.W. Webb Mfg. Co. Boston, Extra Quality Wiping it is a heavy metal piece not sure what exactly it is, was told it was a metal compound bar for polishing wheels etc. but it seems too heavy for that but just not sure.  Can not find anything like it.  I did find that F.W. Webb Mfg company made tools for plumbing, and heating and air conditioning. It weighs over 4 lbs. and measures 5" long.
